Level of Service (LOS) has been the primary traffic metric by which development has been measured in the US for decades. California has recently led the charge to measure with a completely different metric, Vehicle Miles Traveled (VMT) The use of LOS is not consistent with concerns for the environment or climate change, tilting towards lower-density development, wider streets, and intersections. VMT measures the increase or decrease of the overall vehicle miles traveled in each region. This paradigm shift has changed how new projects are perceived and evaluated in the Golden State which provides an instructive lesson for how we look at development in the Triangle.
