    David Efrid

    Womble Bond Dickinson (US) LLP

    Dave Efird brings senior-level experience to companies seeking to relocate to or expand operations, primarily in the Southeast, including site selection and negotiating with the state and local officials on economic development incentives. He is the former General Counsel of the North Carolina Department of Commerce where he served as a lead negotiator on major economic development projects for the state. During his time there, Dave worked closely with corporations, local governments and state agencies to develop and close incentive deals that brought thousands of jobs and billions of dollars in investment to North Carolina. As a key member of the firm’s economic development team, Dave focuses his practice full-time on the representation of both domestic and non-US clients in connection with economic development and incentive deals across multiple states. He is skilled in helping to maximize incentive awards and arrive at “win-win” solutions for clients making site selection decisions. With experience advising on some of the largest incentive deals on record, his client list includes multiple Fortune 100 companies, as well as small to mid-sized companies in both rural and urban settings. Whether his clients are looking to expand or relocate life science or manufacturing facilities, or are evaluating their corporate headquarters, lab or office presence, Dave provides hands-on, client-focused assistance from the project’s inception to closing.

    Kenneth Bilenberg

    FUJIFILM Diosynth Biotechnologies

    Kenneth Bilenberg is currently the head of project and site VP for the establishment of the largest cell culture CDMO biopharmaceutical manufacturing facility in North America, built with sustainability at its core. In March 2021, FUJIFILM Diosynth Biotechnologies announced a $2B manufacturing site in Holly Springs, NC. When it opens in 2025, the 1M sq. ft. facility will develop, produce, package and ship medicines approved by the Food and Drug Administration and other regulatory bodies throughout the U.S. and the world. The 725 high-quality jobs will include those for scientists, quality control workers and supply chain experts, among others. For almost 20 years Kenneth has been a proven leader, holding a variety of roles and with evolving responsibilities within the Life Science and Biotechnology industries, specifically global pharmaceutical manufacturing companies. His career includes experience in finance, strategy/business planning, project management, supply chain management, procurement, facilities management and utilities, as well as IT and automation. Prior to joining FUJIFILM Diosynth Biotechnologies in 2019, Kenneth served as a member of the Senior Leadership Team at Novo Nordisk’s manufacturing sites in Tianjin, China; Clayton, North Carolina; and Hillerod, Denmark. Kenneth recently relocated with his family to Wake County from Copenhagen, Denmark and is excited to call the Triangle area home (again).

    Matt Shelton

    Bandwidth

    With over 15 years of experience in the architectural design, construction and corporate real estate industries, Matt Shelton specializes in developing innovative spaces that promote collaboration and growth. Currently he is Director of Global Facilities at Bandwidth, based in Raleigh NC, where he is leading the day-to-day design and development of the company’s new global headquarters campus. One of the first post-pandemic office builds, the 40-acre site will feature amenities such as a Montessori child development center, fitness facility, walking trails, a soccer field, outdoor amphitheater, as well as innovative workspaces purpose-designed to support the company’s unique in-person culture. Matt also is responsible for expanding and renovating Bandwidth’s new office footprint worldwide after a major corporate acquisition in 2020. Previously, Matt led the design and construction of a new campus in Apex and a large broadcast center in Raleigh as Director of Facilities for The Summit Church, which has worship services serving over 15,000 people weekly. Before that, Matt was a key member of the facilities team at Citrix that designed and oversaw construction of the company’s new Raleigh headquarters, which was recognized as a state-of-the-art facility for tech workers that helped spark the revitalization of the city’s warehouse district. Matt started his career working at architectural design and planning firms in the Raleigh area. Matt holds B.S. degrees in both Architecture and Environmental Design in Architecture from North Carolina State University.

    Andy Warren

    Real Estate Research Consultant, PricewaterhouseCoopers LLP

    Andrew Warren, Andy, currently serves as the PwC’s Director of Real Estate Research. As the Director of Real Estate Research, and is responsible for monitoring all aspects of commercial and residential real estate, including space market fundamentals, capital market trends, regulatory changes and operational developments. For the past eight years, Andy has led PwC’s participation in the development and production of the Emerging Trends in Real Estate publication. Andy is a frequent speaker on issues affecting the real estate market and has also authored numerous articles for internal clients and national real estate publications. Andy also forecasts market performance for PwC’s “Real Estate Investor Survey”. Andy has over 30 years of experience in all aspect of commercial and residential real estate research. Andy has performed and managed real estate fundamental analysis and forecasting, portfolio construction, and buy/sell decisions for both debt and equity clients. Prior to assuming his current role, Andy served as the Managing Director of Real Estate Research for Principal Global Investors, a top 10 institutional real estate manager in the U.S. At Principal, Andy held a progressive level of analyst and management positions over his 25 year career and served as a voting and advisory member on a multiple real estate debt and equity investment funds. Andy has earned the CFA designation and is a Counselor of Real Estate. He is also an active member of the Urban Land Institute Research Forum as well as a participating member of ICSC, NCREIF, NAIOP, the Appraisal Institute and the CCIM institute.
